2024 Session Information
The 2024 Minnesota legislative session began on February 12, 2024 and ended on May 20, 2024.
The 2024 Pension and Retirement Policy and Supplemental Budget Bill was signed into law by the Governor on May 15, 2024 as Session Laws 2024, Chapter 102.
MSRS Plan Provisions
Correctional Retirement Plan
These Department of Human Services (DHS) positions are now covered under the Correctional Retirement Plan: baker, cook, culinary supervisor, food service worker, food services supervisor, and music therapist.
- The agency must certify that at least 75% of their time is spent working in direct contact with patients in the state-operated forensic services program or the Minnesota sex offender program.
- Eligible employees can transfer service credit from the MSRS General Plan to the Correctional Plan.
State Patrol Retirement Plan
When a State Patrol retiree returns to work in an MSRS-covered position, their contributions to the pension plan will resume. After a retiree ends employment, they can receive a refund of their contributions to the plan. The employer and supplemental contributions are not refunded to the retiree.
Other Administrative Changes
- Vesting is three years for General and Correctional disability and surviving spouse benefits.
- A Correctional Plan eligibility work group met between sessions to review positions included in the Correctional Plan and determine a process to add additional plan members.
- H-1B visa holders who may have been missed during a federal compliance clean-up effort by the University of Minnesota in 2021 can purchase past service credit. The University has three years to identify individuals missed during the 2021 review.
- When a refund is requested on behalf of a dependent child, they are not eligible for a survivor benefit.
