2026 Session Information

The 2026 Minnesota legislative session began on February 17, 2026 and ended on May 18, 2026.

The 2026 Omnibus Pension and Retirement Bill was signed into law by the Governor on May 19, 2026 as Session Laws 2026, Chapter 106.

MSRS Plan Provisions

New Probation Officer and Public Safety Telecommunicator Subplan

Beginning January 1, 2027, probation officers and public safety telecommunicators will transition to the Probation Officer and Public Safety Telecommunicator Plan, a new subplan of the General Employees Retirement Plan. Most benefit provisions in the new subplan will remain the same as the General Plan, with a few exceptions:

  • Full retirement age is 60 for prospective service earned under the new subplan.
  • Employee contributions will be 8.71%. Employer contributions will be 8.25%.
  • Employee contributions are temporarily reduced from 8.71% to 8% from January 1, 2027 through August 31, 2028 with a funding appropriation.

Employer Contributions for Rehired Retirees

Beginning January 1, 2027, employer contributions are required for rehired retirees or retirees on a post-retirement option (PRO); retiree contributions are not required.
