Participants who received a payment/distribution from their MSRS-administered plan during 2025 will receive a tax document to report the distribution amount and federal and state tax withholding. Forms will be mailed by January 31, 2026 and will be available online shortly after that.

It is important that you notify MSRS of any address changes. The last day to make changes to your address to ensure the 2025 tax documents are mailed to the correct address is January 3. To change your address, complete and submit to MSRS an Address Change Request form or call the MSRS Service Center at 651-296-2761 or 1-800-657-5757.


MSRS Pension Plans

MSRS will mail a Form 1099-R by January 31, 2026 to report payments you received from your pension plan during 2025. If you have not received your 1099-R by Friday, February 6, contact MSRS to request a duplicate. 

Starting in mid-January, your 1099-R will be available online to view and/or download. To access your 1099-R online:

  1. Log into your MSRS account online.
  2. From the top navigation bar, select My Documents, then 1099-R.

Public Safety Officer Premium Withholding: Insurance premiums withheld from your pension benefit and paid directly to the insurance provider are not reported on a 1099-R. You will receive a separate letter indicating the premium amount withheld during 2025. If you have not received this letter by Friday, February 6, please contact MSRS at 651-296-2761 or 1-800-657-5757.

 

Defined Contribution (DC) Plans 

DC plans include these MSRS-administered accounts: Minnesota Deferred Compensation Plan (MNDCP); Health Care Savings Plan (HCSP); Unclassified Retirement Plan; and Hennepin County 1% Supplemental Retirement Plan.

The plan recordkeeper (not MSRS) prepares and mails tax documents to report distributions from a DC plan. If you have not received your DC tax documents by Friday, February 6, contact MSRS to request a duplicate. Or log into your account to download a 2025 tax document. When you login, select Go to Savings Plans

Exception for Puerto Rico 480.7C: Tax forms will be mailed and made available on the participant website on Feb 28.


Plan will determine type of tax document you will receive:

  • MNDCP and Unclassified Retirement Plan: You will receive a Form 1099-R.
     
  • HCSP: Contributions and reimbursements paid to the plan participant are not reported on income tax returns; therefore, no tax documents are generated for participants. However, reimbursements paid to a non-spouse or non-dependent beneficiary who inherited the account upon the death of a participant are taxed as ordinary income. The beneficiary will receive a 1099-MISC to report reimbursements paid from the account.
     
  • Hennepin County 1% Supplemental Retirement Plan:
    • Payment to the participant (employee) is reported on a Form W-2.
    • Payment to a surviving spouse or estate after the death of the participant (employee) is reported on a Form 1099-MISC.


Some participant may receive two tax documents for 2025

On July 1, 2025, Voya Financial replaced Empower Retirement as recordkeeper for DC plans. As a result, you may receive two tax documents for your account if you had a distribution both before and after July 1, 2025.

  • Empower Plan Services, LLC will report account distributions that occurred Jan 1 through June 30, 2025.
     
  • State Street Retiree Services will report account distributions that occurred July 1 through Dec 31, 2025.
