We are happy to report that the transition to our new recordkeeper, Voya Financial® (Voya) is complete as of July 1, 2025. Plan records and account assets have been transferred from the previous recordkeeper, Empower Retirement, to Voya. Learn more. 

Two documents where sent to you to confirm the transfer of your assets to the new recordkeeper.

  • One document is from Empower showing the transfer of your assets to Voya (account activity Jan 1 to June 24) 
  • The other document is from Voya showing the receipt of your assets from Empower (account activity June 25 to June 30) 


Depending on your pre-selected communication preference, the notices were mailed to you or sent to you by electronic delivery. If you are set up for e-delivery, you should have received an email notifice that the documents are available to view online. 

Conversion documents are available online, even if your delivery preference is "paper." 

Account activity June 25 to June 30, 2025

The new recordkeeper, Voya, sent you a conversion notification (one for each account you have). 

This notice shows the account balance transferred from Empower to Voya as of the market close on June 24, 2025.

Account activity from January 1 to June 24, 2025

The previous recordkeeper, Empower Retirement, sent you a statement reporting account activity for the period of Jan 1 through June 24, 2025, including the transfer of assets to Voya (one for each account you have). 

The statement shows an ending account balance of $0.  Don’t be alarmed by the $0 balance -- it simply means your account assets moved to Voya.

Instructions to access your electronic plan documents

The conversion documents are available in your online file cabinet, even if your delivery preference is set for "paper."

  1. Log into your account online at www.mnretire.gov.

    Important! Use your MSRS login credentials. If you previously visited Voya's website, you may have been prompted to change your login credentials. Those credentials should only be used for Voya's mobile app. It does not affect your MSRS login credentials. 
     
  2. Select Go to Savings Plans
     
  3. Choose "Account activity that occurred July 1, 2025 or after." Click Continue to be re-directed to the recordkeeper's (Voya) website. 
     
  4. Select Accounts.
     
  5. If you have multiple plans, choose the appropriate plan at the left side of screen. 
     
  6. Select the Go to Account button at right. 
     
  7. Under Overview, select Statements & Documents
     
  8. Under Additional Statements Info & Documents, select Correspondence. 
     
  9. Choose Conversion Notification (dated 7/14/2025). If you have multiple plans, there will be more than one notice in your correspondence.

  3. Choose "Account activity that occurred prior to July 1, 2025." Click Continue to be re-directed to the previous recordkeeper's (Empower) website. 
     
  4. Select Account from top horizontal navigation bar. Then from the drop down box, select the plan you want to view. 
     
  5. Select Statement and Documents. A list of your plan documents will appear. 
     
  6. Choose Your Statement ending 6/24/2025 is ready.  
     
  7. Your Empower statement will show $0 balance. Do not be alarmed -- this means that the assets were transferred to the new recordkeeper, Voya.
