Plan participants who received a payment/distribution from their MSRS-administered plan during 2025 will receive a tax document to report the distribution amount and federal and state tax withholding. Forms were mailed by January 31 and are available online.
How to Access Online Tax Documents
To access your online pension plan 1099-R:
- Log into your MSRS account online (Login button at top right side of screen).
- After logged into account online select My Documents from the top navigation bar, then choose 1099-R.
State Street Retiree Services (representing our current recordkeeper, Voya), prepared and mailed tax documents to report distributions that occurred July 1 through Dec 31, 2025. Online tax documents are available on Voya's participant website. To access your online tax document:
- Log into the MSRS account online (Login button at top right side of screen).
- Select Go to Savings Plans.
- Choose Account activity that occurred July 1, 2025 or after. Click Continue to be re-directed to the current recordkeeper's (Voya) website.
- Select Accounts from the horizontal navigation bar.
- Select the blue Go to Account button at right.
- Under Overview in the horizontal navigation bar, select Statements & Documents.
- From the Additional Statements Info & Documents drop down menu on right side of screen, choose Tax Forms.
- "Select a Year” should be 2025. Scroll down to locate 2025-1099-R under Tax Form Description.
NOTE: These same steps can be used to access your tax documents for other defined contribution plans administered by MSRS including the HCSP, Unclassified Retirement Plan, and Hennepin County 1% Supplemental Plan. Change the plan name from Minnesota Deferred Compensation to the appropriate plan name.
MSRS's previous recordkeeper, Empower Plan Services, LLC, prepared and mailed tax documents to report distributions that occurred Jan 1 through June 30, 2025. Online tax documents are available on Empower's participant website. To access your online tax document:
- Log into the MSRS account online (Login button at top right side of screen).
- Select Go to Savings Plans.
- Choose Account activity that occurred prior to July 1, 2025. Click Continue to be re-directed to the previous recordkeeper's (Empower) website.
- Choose Account drop-down menu from the horizontal navigation bar.
- From the drop-down menu: If you have multiple plans, select Minnesota Deferred Compensation Plan, then select Statements and Documents.
- A list of Statements & Documents will appear. Your 2025 Tax Statement (dated 12/31/2025) will be at the top of the list.

MSRS Pension Plans
MSRS mailed Form 1099-R to pension plan recipients by January 31, 2026. The 1099-R reports payments you received from your pension plan during 2025. If you have not received your 1099-R by Friday, February 6, contact MSRS to request a duplicate.
Public Safety Officer Premium Withholding: Insurance premiums withheld from your pension benefit and paid directly to the insurance provider are not reported on a 1099-R. You will receive a separate letter indicating the premium amount withheld during 2025. If you have not received this letter by Friday, February 6, please contact MSRS at 651-296-2761 or 1-800-657-5757.
Defined Contribution (DC) Plans
DC plans include these MSRS-administered accounts: Minnesota Deferred Compensation Plan (MNDCP); Health Care Savings Plan (HCSP); Unclassified Retirement Plan; and Hennepin County 1% Supplemental Retirement Plan.
The plan recordkeeper (not MSRS) prepares and mails tax documents to report distributions from a DC plan. If you have not received your DC tax documents by February 14, contact MSRS to request a duplicate.
Type of plan determines tax document you will receive:
- MNDCP and Unclassified Retirement Plan: You will receive a Form 1099-R.
- HCSP: Contributions and reimbursements paid to the plan participant are not reported on income tax returns; therefore, no tax documents are generated for participants. However, reimbursements paid to a non-spouse or non-dependent beneficiary who inherited the account upon the death of a participant are taxed as ordinary income. The beneficiary will receive a 1099-MISC to report reimbursements paid from the account.
- Hennepin County 1% Supplemental Retirement Plan:
- Payment to the participant (employee) is reported on a Form W-2.
- Payment to a surviving spouse or estate after the death of the participant (employee) is reported on a Form 1099-MISC.
Some participant may receive two tax documents for 2025
On July 1, 2025, Voya Financial replaced Empower Retirement as recordkeeper for DC plans. As a result, you may receive two tax documents for your account if you had a distribution both before and after July 1, 2025.
- Empower Plan Services, LLC will report account distributions that occurred Jan 1 through June 30, 2025.
- State Street Retiree Services will report account distributions that occurred July 1 through Dec 31, 2025.
